An excellent article. There are no easy answers here as far as how to treat those who have already committed crimes (nor to what degree do conditions that do not rise to the level of "insanity," which would be a defense to any charges, deserve formal status as mitigating any punishment or culpability). What I would point out, though, is we ought not to be trying to push the toothpaste back into the tube. That is, effective identification and treatment would probably do a much better job of dealing with this issue. Better to prevent these situations then deal with them after the fact.
That is why the military and Department of Veterans Affairs response in providing services is so critical.
Three paragraphs on this subject cannot provide full coverage to this complex subject. But hopefully, it can provide a starting point for a policy response.
