Denied elective surgery for spondylolisthesis

Can my chain of command deny my elective surgery for a spinal fusion due to minimal staffing ?

What options do I have to fight this?
 
The word "elective" stands out to me.
 
Manning is a legitimate reason, if manning is truly short.
