Discharge Date

My partner is being discharged, and is getting the run around about when he will be separated. When he was first given his ratings, he was told he could pick his date (between 45 and 90 days from acceptance, unless requesting PLD through his command) and now they are saying he can't pick his date, they'll pick it (although it will definitely be on the 28th of a month?), and they'll let him know "at a minimum 30 days before" and there is no instruction or guidance to govern how all of that works. In fact, after being told that there was no guidance (by the PEBLO and the IDES attorney) he requested guidance from BUPERS, who then called and fussed at the PEBLO about the fact that she hadn't explained the thing to my partner that she did not have guidance on. I am incredibly confused, and he is being told by some of the places he is talking to that they cannot make offers and talk specifics until he is 90 days out but...how the h*ll is he ever supposed to know when that is?
