Discharge Memo from Dual Process

Background; CWO, USMC, 16 years, combat vet.
I am completely at a loss for words at the moment, but I'll summarize.
NJP August 2015, BOI Feb. 2016, recommend General Under Hon. PEB in Oct 16 with 20/100 DoD-VA findings for bilateral hip.
Just got the discharge memo front SecNav and it states all the blah blah Mumbo jumbo, but also said "PEB recommends discharge with severance".
SecNav signed it approved but no one can give me a straight answer on if they process my misconduct discharge (in which I was under the impression that DON actually had an AdHoc board to review it vice the service component), do I still receive my serverance? I looked in 3270 this morning after getting the memo and they removed my retirement flag, but also brought me back to "Full duty" erasing the findings of The med board showing my combat related disability, pay info, etc. (which I screen shot 2 weeks ago because I knew something was up). Is this he this works? Am I being "hoodwinked"? I'm getting everything from the SJA tomorrow, but would appreciate some insight from the older more experienced guys and @Jason Perry if possible
