FPEB Clarifications

Hello, based off my unhinged rant HERE I have decided to appeal IPEB fitting UC finding. When I spoke with OAC I was told few things I havent heard of and wanted to see general experience here.

1. You can cancel FPEB once you started on right before the hearing if need be and accept IPEB results. I assume its more complicated than that?
2. FPEB can shuffle around conditions instead of adding one. In my case there can be a risk of them dropping PTSD and making UC unfitting at much lower 70 - 30.
3. What is combined effect theory? Cant find anything on google... the context is UC makes me fit alone but unfit combined with MH problems - I suppose both do feed off each other.

My question is #1 true at all? and how often that the FPEB shuffle conditions around - what is typical criteria for that?
 
1. yes, its that simple. If you get your FPEB attorney and they don't think you need to go to FPEB and just do a VARR or petition the IPEB that's why.
2. yes and no. they can change unfitting determinations but not the ratings unless you're in LDES
3. its along the lines of one issue affects the other. An example is I have Vertigo Spells that are likely to cause anxiety attacks so the combined affect would be that both should be unfitting.

Can you elaborate at all on "petition the IPEB" from your item #1. I thought I remembered hearing somewhere along the way that there was some form of appeal or request for reconsideration that existed which was "less" than going to a true FPEB, but I can't seem to find any evidence or reference to it.

I just received my IPEB findings and generally agree, with the one exception being a pretty simple oversight that the IPEB seems to have missed and which is exceedingly clearly documented in both my medical and personnel files. It seems silly (imo naive opinion) to go all the way to a FPEB, when this feels more like a "hey, I think you missed this document and this document" situation.

If your navy/marine you can't, if not it's an option if you have a "simple" fix from my understanding. I'm navy so I haven't looked into it outside of knowing it exists.

Ah, yea I'm Navy so that probably explains why I'm not seeing any options other than a FPEB in my EOO paperwork. Too bad, seems like a sane option to have and kind of strange that DON would be alone in not making it available to members.

Gotcha, well best of luck to you. How are you planning to proceed, just go ahead with a FPEB in order to get whatever your discrepancy is corrected?

I'm speaking with attorneys (Navy provided PEB counsel as well as a few civilian firms) next week, hoping they will have some thoughts on the best way to handle my discrepancy. I'd be thrilled if they know of some way to raise a specific issue without the hassle (and risk) associated with demanding a FPEB.

I went to FPEB already, in my case the board said to submit a VARR so I'm waiting for that to finalize

Air Force ODC called it summary adjudication essentially they write up a report and FPEB acts on it. Was told it isnt optimal of youre trying to change anything.
