FPEB need advice on getting ROM added

Im a 19 year National Guard Soldier, going thru FPEB. In 2007, I had a surgery for ganglion cyst removal and there was a complication during my surgery where one of my nerves was damage radiating a sharp pain to my right ankle. Since then i have been having issues with pain in my right ankle, numbness of my right leg, lower back pain, knee pain and migraines. The injury stemmed from an accident while mobilized to Camp Shelby for depolyment to afganistan. The MEB noted in the narsum that there was a decreased ROM on my right ankle and I was referred to PT for a ROM test. PT noted that there was weakness and limited range of motion in my right ankle due to the nerve damage after the surgery. Also they recommended that I try Physical Therapy to see if it will help me back to full capacity. After 3 months, still not able to function fully as a fit soldier. The Board does not want to grant the limitation of my ankle motion because the nerve that was damaged is a sensory nerve (right saphenous nerve)...but the notes from PT, VA, and MEB doctor says different...Can anyone give me some guidance on how or what needs to be done to try and get this overturned?
