Good thing. Means that there are certain conditions that are presumptive and are automatically service connected due to you having at least 1 deployment to the gulf war region.

so it means it cannot be denied?

Its just letting the VA know you are a gulf war veteran. If diagnosed with certain conditions with a 0% rating or higher its presumptive to be service connected.

How this is defined is a bit confusing to me. My enlistment began in 2022 and every claim listed on proposals state "gulf war". I certainly didn't deploy to the gulf war region either. I was pretty curious about this myself but never questioned it.

It usually indicates that the VA recognizes your service during that time, which could be relevant for certain benefits or conditions related to your military experience.
