From my experiences, it could mean that the DoVA Rating Activity has completed a pre-scan of your medical records and/or medical documentation for the particular medical condition(s).

As such, the DoVA Rating Activity is potentially awaiting additional medical evidence and/or medical documentation in order to complete your DoVA disability claim at least in my opinion. Take care!

Thus, I quite often comment that "possessing well-informed knowledge is truly a powerful equalizer!"
