Help with NMA

Hello ppl I just seen the letter from my CO stating how my rate in the navy is not that demanding and that he could see me return fit for duty if I had surgery on my back which I never had b/c I was to close to getting out so they extended me so they could do the peb process.. My question is how heavy would this letter be if he thinks I could return to FFD vs the medical problems with my back.. Conditions sent to the PEB is lumbar radiculopathy right side and left side and lumbar spondylosis
