Inquiring About a PDBR Letter I received

I received a letter from the VA. It states as follows

"The Wounded Warrior Act, which was signed into law on January 28, 2008, established the PDBR to provide medically separated Veterans the opportunity for review of their DoD disability rating(s) to ensure accuracy and fairness. You are eligible for PDBR review if you were: (1) separated during the period beginning on September 11, 2001 and ending on December 31, 2009; (2) found unfit for continued military service by a physical evaluation board with a disability rating of 20 percent or less; and (3) found not eligible for retirement.

By law, the PDBR may not recommend a lower disability rating for any case reviewed. DoD records indicate you may be eligible to apply to the PDBR. There are two boards to which you may appeal your DoD disability rating determination: the PDBR and the Board for Correction of Military (or Naval) Records (BCMR/BCNR). A comparison of these two boards, along with other PDBR information, can be viewed at: www.health.mil/pdbr."

What does this mean? I can read, and comprehend, but I dont get the bog picture and why theyd send this to me. Anyone replied to them yet and what happens? Does it change your rating? Does the VA lower your rating? Does the DoD somehow retire you and you get retirement benefits? Do they come in and say, HEY, WE UNDERPAID YOU AND YOU'RE GETTING A FAT CHECK, STANDBY FOR THE GOLDEN EAGLE TO LAND! I currently receive a 40% combined rating from the VA, and I think its about to go up again due to illnesses associated with the PACT Act and Major Depressive Disorder. Anyway, I'm lost. Thanks

Opinion: The letter was likely generic and sent to many to ensure eligible solders were aware of their rights. I don’t think
your case was identified as warranting special processing (other than what the ”Warrior Act” provides).

If you did appeal, you would be eligible for retirement benefits with a DoD rating of 30% or more (if approved).

You separated in a period in which certain processes were not executed in a manor fair to the member. You are entitled to a redo. The redo will not lower your percentage, but may increase your disability rating. There is nothing to lose but your time and effort.
