RC Soldiers who complete at least 15, but less than 20 years of qualifying service and are deemed medically unfit for continued service in the Selected Reserve, will be issued the 15-year NOE. *You have 90 days from the receipt of your 15- or 20-year NOE to complete your DD Form 2656-5 Reserve Component Survivor Benefit Plan (RCSBP) Election Certificate.
