They will look at everything when they do your NARSUM and add any other conditions they deem don’t meet retention standards. What will be pushed to the PEB is only those conditions listed as not meeting those standards. Everything else will be rated by the VA regardless if the DOD says you can keep serving with those issues. For instance if your back doesn’t meet standards, but you also have hearing loss, you can possibly still serve with hearing loss, but the VA would give you a rating for it regardless depending on the severity of it.
