My MEB is out of order.

Hello All, I am posting because I feel like my MEB is all out of order.

Late March: IRILO/ Code 37
April 1: MH NARSUM started
April 25: Code 37 flipped (Apparently they forgot previously)
April 25: Informed MH NARSUM complete & physical health NARSUM started today

I guess my question is, is it normal for NARSUM to be started and complete before C&P Exams are done? I reached out to my PEBLO to ask why the code 37 wasn't flipped or the CIS sent and they said

"The providers have to wait until the code 37 is turned on to send me a NARSUM then I will request the commander impact statement. Since there is a not in the system"

Conditions are:
2+ years of back issues, Disc bulges L1-L2, compression of spine, Disc desiccation, and radiculopathy left leg.
Chronic back pain has also caused PMDD, General Anxiety, and a ton of sleep issues.

The exams come after the MEB recommends your case for PEB review. Code 37->NARSUM(s)->CIS->MEB review to return to duty or send to PEB->C&P exams->NARSUM(s) addendums->PEB review
