I pretty much knew them from the beginning but my PEBLO told me what they were the last time we spoke. Said they were "tentative", but it is exactly what I figured and exactly what the lawyer and I spoke about several months

Also, the VA uploaded my proposed ratings into my correspondence tab on ebenfits. Check that as well.
 
Look on your ebenefits and see if you have a closed case. If so see if it has been 15 calendar days. If so then you can reasonably expect them to have already completed and sent the proposed ratings to the PEB for evaluation. You can then call the VA and request a copy of the proposed rating letter be emailed to you. If they give you trouble, tell them all you are asking for is the letter that has your proposed total percentage on, not your line by line percentage.
Is the percentage in the letter most likely the percentage you're receiving from your understanding? I swear I have the least responsive PEBLO in the history of PEBLOs. Apparently my 199 has been being "typed" for 35 days now. So I'm just hoping for some more info/guidance on what I'm looking at % wise and if I'm near the end.

If your 199 has been typed and sent to your PEBLO then they have 72 hours to contact you so your decision. Nothing can proceed until you make a decision from there. You will then have 10 days to make your decision (longer if you use legal and they request an extension) and submit it back to your PEBLO to continue on with your counseling paperwork. Once you're finished with that your MEB is essentially over and you then start your transition phase where you begin requesting your orders and clearing and all that jazz. Just don't forget, your 199 is only the portion that the Army is concerned with; nothing to do with the VA technically matters until you are out of the military. This means that your rating is only a "proposed" rating from the VA until you are actual retired/separated from the military. Generally speaking you will start receiving your VA compensation at the beginning of the following full month after retirement/separation (ie: make your last day between the 25th-30th. Not the 1st nor last day of the month. This will mess all your pay up). You will also not receive any half month benefits so no benefits for making the 15th your last day, so make it close to the end of the month.

I'm sorry, I just realized I didn't answer your question. Generally speaking the percentage in your letter is going to be your VA percentage once you are retired/separated. The only reason this would change is if you decided to request a VA Rating Reconsideration once you receive your 199 and disagree with one of the ratings. However, depending on your situation I have seen a lot of people accept the current rating if they are satisfied with the DoD rating and then request a VA rating review after they have departed the military. Especially if you have a good job waiting for you on the outside.
 
Quick update for the weekend, I submitted my expedited memo to my PEBLO on 7/12. Today 7/16 my PEBLO emailed me stating "Email from PEB that we should have your findings next week." I am assuming this means completed DA199 and I will be sure to keep you updated. Seems like the Memo does help as I am only 16 days into the PEB findings stage.

On 7/19 I received my findings! If anyone is having problems with delays and has a job offer the expedited memo seems to work! 5 days after submitting the memo the PEB sent over my DA199!

When is your date to begin working your next job and did you have to provide proof?

I the memo needs to be signed by your BN Commander who probably needs to see your job offer. My offer did not have a started date listed but in the memo I listed the day I need to start working per the new employer and my agreed NLT time. I have attached the memo here, make sure you get your VTA number from your PEBLO and change that on your memo when you submit it.

Ahhh I see.... The organization that I am looking at working for after this process is complete doesn't want to give a formal offer because "things" happen and the military can literally take their time. They see it as to big of a risk. Good for you though, hope it all works out and good luck.

That's crazy though, an offer letter doesn't bind you to a job. Even if they were to give you an offer letter and let's they the "Army took too long" they can pull the offer at any time! I would try and talk to them again and see if they can do anything for you.
 
Yeah won't work for me either unfortunately. I'm flagged for ht/wt and my BN Commander signing it would count as a favorable action I'm pretty sure. Sucks, guess I will continue to wait.

Does the apply to going to school as well?
