narsum says that you have been found unfit by meb which is your local medical physicians. It then goes to peb and there decision is based off of the meb information along with their own conclusion. after peb makes a decision then it goes to va for ratings, then after the va gets complete they send it back to peb and then finding will be given to you by your peblo.
