Some have stated on here that they have gotten their 199s this week so I am assuming it must be good to go. I am still waiting, not so patiently.has any one heard when this new system will be up and running?

I'm the same way. I just talked to my PEBLO and he said that there still is no system for cases to be sent to the PEB yet (i.e. the system is not up and running yet for new cases to be sent to). I'm trying hard to be patient but he had said I would for sure know by Christmas and it's really looking like I won't (which I expected). Hopefully when the system IS up and running it works fast, buuuut I'm not holding my breath.
I called my Peblo and she confirmed I am unfit, but she says she doesn't have my ratings. The Dashboard says they were finished 25 Nov so.... Not sure if you know this or not, but I figured out I was unfit in a round about way. If you go into Ebenefits for the VA site, and check the Historical Claims, your initial claim will be in there if you are found unfit. They open a second claim upon receipt of the PEB findings. PEB only sends unfit packets to the VA....Yeah I am in the same boat I do care about the ratings but it is mostly the finding me fit or unfit that I really want to know

I signed my NARSUM on 24 Nov 16 and was told the system would be up and running on December 8th. Needless to say it was not and I have called every single day to get a SITREP from my PEBLO. The moment I find out the system is back up I will post it on here. Still waiting for my unfit memo as well..........

VA claim shows awaiting decision approval after the couple months sitting review of evidence but I do not have a second claim initiated like a previous poster said when they kind of sort of found out if they were unfit. Seeing that I don't have this 2nd claim initiated does this mean I was found fit then? I'm getting letters reminding about FGLI and VGLI and stuff.

I don't have a second claim either but I verified I was found unfit. You can message the VA and ask them if they received anything from the PEB. The PEB only requests VA ratings if you're unfit.
I use the chat with VA button on ebenefits. You can also call but I have ridiculous phone anxiety so I like the chat feature.
