Paying out of pocket for civilian medical records??

Hello,
I am an AF Reservist found unfit for duty March 2023
My unit has dragged my MEB out for almost 3 years now. My commander is doing my IRILO, which I don't believe should be the case.

They had me retrieve all of my civilian records, which I did. Some I couldn't find.

My question is: Is there language stating who is responsible for covering charges for civilian records during the MEB process? They want me to pay for records from one doctor, and it's an expensive request. I was told that if I do not pay for them, the MEB process will stop, and I will ETS immediately.
 
The base hospital is usually supposed to get any civilian medical records needed for your MEB. You shouldn’t have to pay for them yourself. If a record is important for your evaluation, the military should request it directly from the doctor, usually with a form you sign giving permission.
 
Does anyone have an AFI on who should pay for these civilian medical records? Or something type of information to show otherwise.

There isn’t a rule written somewhere that says the AF will pay for your records. Here’s how it usually works. If the MEB or your military doctors ask for your civilian records, then they’re supposed to handle it and cover the cost. But if you go get the records yourself, the doctor’s office might charge you, and you’ll have to pay that fee. So basically, it depends on who makes the request, just like with the VA. If they ask, they pay. If you ask, you pay.
