Long story short, currently in the PEB phase since 26 Dec. The VA ordered four more exams now, but did provide the proposed ratings to my PEBLO. Where I'm confused is I was told that the VA is finishing the 199, and will forward to the PEB. Is this when they decide the fit/unfit decision and then do my ratings for it? Can they actually issue my 199 without the VA being done? Sorry if this has been asked, but I couldn't find the answer.

Proposed ratings are a placeholder. Some get lucky and get to see them, some don't. Your proposed ratings are not set in stone because you are not yet separated. Your rating from their proposed could go up, down or stay the same. Once it is finalized through the PEB, that's it.
As for your four new exams.....I'm not really sure on that one. Is it for conditions you already had exams for? Or different conditions? It sounds very odd your doing new exams, unless you input some claims yourself while the med board is going on? I am not insinuating, just trying to brainstorm with you on that one.
If your PEB has adjourned that means you should have your decision soon (unless your appealing their decision). Sometimes you get stuck with a PEBLO that is not so great. Information may be incorrect. On a more positive tone your journey is almost over.

Should've stated follow on exams from MEB VA claim. 3 for medical opinion, 1 for clarification. I'm not sure if it has adjourned, PEBLO said that the VA was finalizing my DA 199. Just wonder what happens to the four items that were deferred for the 4 exams.

Deferred just means that they don't have enough information and want to get a second opinion so they know what direction to go. Since this forum doesn't know who you are. It would be easier if you listed all your conditions and give us a date/timeline of everything you have done this far. You will receive better answers that way as well.
