PEBLO didn't send Sleep Study results to the PEB

The packet that was sent to the PEB says the results from my sleep study were pending. When I finally got my results indicating obs. sleep apnea treated with CPAP, my peblo said he would forward the documents, but apparently he never did because I am rated 0%. How can I get this to them and will they update the rating?

At this point in time since you are a military veteran and currently in possession of your DoVA official/final ratings, you will need to complete a VA Form 21-0958 DoVA Notice of Disagreement (NOD) immediately to ensure that you don't miss the one-year deadline requirement to officially file a VA appeal for disability compensation.

As such, upon completion of the aforementioned VA form, please ensure to attach any/all medical evidence and/or medical documentation to the NOD then forward it to the designated DoVA Claims Intake Center (e.g., either PO Box 5235, Newman, GA 30271-0020 or PO Box 5235, Janesville, WI 53547-5235; dependent upon your state of legal residence) via USPS certified mail (with or without the return receipt option).

Thus, I quite often comment that "possessing well-informed knowledge is truly a powerful equalizer."

You can also, at the end of your PEB process, request a VARR and attach the evidence to the VARR.

Your timeline states that you are on TDRL with a 70% Army Rating and 90% VA rating.

So, did you just recently get these results? Bottom line, you should do as @Warrior644 suggested and immediately submit a NOD. Push for retroactive entitlement vice a "new claim."
You can also, at the end of your PEB process, request a VARR and attach the evidence to the VARR.
You can only submit a VARR for conditions found unfitting. So, a VARR would not help him in this case (and since he is on the TDRL, it is too late for the initial process. Given that the military continues to ignore the regulatory requirements to have the VA provide final ratings, it is unlikely a VARR would be available as part of the TDRL re-eval process, either).
