PEBLO refuses to enter me into VTA until Commanders letter submitted?

Good evening everyone.

Just wondering if anyone else has experienced this?

My guess is that the PEBLO is padding their timeline.

After referral by the physician, the PEBLO office is refusing to put people into the tracking system until they receive a complete package.

Doesn't this go against DOD 1332.18?

If so, who do I report this to? After mentioning the regulation they freaked out and refused to talk to me until they have everything to move forward.

I have not even received a briefing yet.

When I ask why I am not in the tracking system yet they tell me I am not in the ides process...when I ask why the PEBLO office is requesting a Commanders letter I am told it is for my ides package.....

And round and round it goes...

My understanding of the order is that within the PEBLO section
APPENDIX 4 TO ENCLOSURE 4 PEBLO PROCEDURES, section 2 sub para a,
a. Within 3 days of the date the DoD medical care provider referred the case to an MEB or, for RC Service members, not later than the next drill after referral to an MEB by the DoD medical care provider:
(1) Build the IDES case file.
(2) Inform the Service member of the DoD IDES process and that they may seek assistance during the IDES process from:
etc. etc.

For VTA I was looking at subparagraph (t) enter IDES cases into the designated IDES electronic tracking system within 3 days of the date the medical care provider referred the case to the MEB. Enter or update the case data required in the designated IDES electronic tracking system within 3 days of the data becoming available.

For me the entry into VTA triggers a number of admin actions which would benefit my individual case (stopping orders, early access to SJA, etc).

However, the MTF I am receiving care at (not my parent service) refuses to liaison with a PEBLO from my service or even meet with me to discuss the process. I am told that I fall under their rules until my package leaves the MTF...

I guess the ultimate question is, if my case is referred to the PEBLO's office am I not in the IDES process?

If not, when do I officially enter the IDES process? When do they have to enter me into VTA? When do they have to brief me on the IDES process?

Technically, but the strictest definition you entered the IDES process when you were referred by your doctor. Yes, the PEBLO should have entered you into the system. So yes, you would be justified in rattling some cages.

However, lets thing about this for a second.

You need to have a NARSUM from your doctor and a letter from your Commander. These two things comprise your initial package. Those items get sent to a RILO which will direct a full MEB if warranted.

What you have now done is thrown a red flag on your PEBLO and now your PEBLO is in circle the wagons and cover their ass mode.

Truthfully, if what they are missing is your commander's letter, any pressure you put on the system right now is putting pressure on your commander. If your commander feels pressured to write your commander's letter, he will write it as quickly as possible and get it turned in. Might not be as comprehensive as you might like.

My Commander's letter was written by someone who never met me. He is the G series order commander for the building (Lt Col) yet I work for a General on the second floor. What the Commander's Letter first said was totally inaccurate. When I showed my boss, my boss basically said "re-write it" After I re-wrote it, he got it signed since it was more accurate.

You may want to talk to your Commander and see if you can work it from that end, vs having the PEBLO be in a situation where they are compelling your commander.

You are right in that I stand very little from winning a small battle such as this.

Only the beginning of frustrations for the foreseeable future I suppose.
