Before my (progressively easier) life as an Army JAG (not to mention now, as a civilian), I had the honor of commanding units both in the National Guard and on Active Duty. One thing I can tell you is that the tyranny of the quarterly or weekly battalion briefings, as driven by PowerPoint slides, is relentless. Having a block, whether it is PHA/PDHRA, anthrax vaccines, PT scores, weapons qual or whatever, show yellow or red, is the bane of any commanders existence. Not sure this is how it should be, but anything that is not a green makes your commander look like a turd in front of their boss. I see no problem with filling out a PHA, so why not do it?
