Promotable status, can I promote earlier d/t medical retirement?

For reference, I just started the IDES process 2wks ago and turned in my VA claims sheet yesterday. In March I came out on the O6 promotion list but have no idea when my sequence number will be up. I have been concerned and frustrated that since this MEB was not the way I wanted to potentially exit the Army, that they (my leadership) have taken my opportunity to promote a way from me. However, my PEBLO said it would be possible to get promoted right before I medically retire (even if my sequence number hadn't been called yet). I unfortunately forgot to ask specific questions to clarify if that meant the retirement pay would be O6. Does anyone know anything about this? Thanks!

Your retirement pay will be calculated on your high three years. So any potential O-6 pay added to the calculation would be based on the few remaining months you may have from the point of promoting.

Another outcome would be that on paper for retirement purposes your record/ID card will show O-6 and your pay is then calculated on high three likely all being an O-5.

I was able to get my promotion to O-3E during the IDES process. They also back dated it 1 year for me. O-3E was then used as 1 yr in my high 3 yr calculation.

How many years do you have active/reserve? That will impact your pay calculations.

If you are eligible for a disability retirement and you are on the promotion list for O-6 at the time of your placement on the permanent disability retired list, your retirement grade will be O-6 under 10 U.S.C. § 1372. The US Army Physical Disability Agency, a component of the US Army Human Resources Command, does not always get this right so you need to be proactive about it with regard to educating your Soldier's Counsel, the Physical Evaluation Board, and USAPDA to make sure they get your retirement orders correct. If your military disability rating is less than 30% and you are eligible only for a disability severance payment, you will be separated at the O-5 grade in which you presumably would still be serving at the time of separation.

Under most circumstances, your retirement grade will not affect the amount of your monthly retired pay. That is because your retired pay base is the average of the highest 36 months of basic pay earned assuming you entered service on or after September 8, 1980. The high 36 calculation is not limited to the final 36 months but covers your entire period of service, although that typically only helps Soldiers with prior warrant or commissioned service who reverted to an enlisted grade. If eligible for disability retired pay under 10 U.S.C. § 1201, the retired pay is calculated under 10 U.S.C. § 1401, using one of two formulae: (1) YOS x 2 ½ % x retired base pay; OR % of disability (not to exceed 75%) x retired pay base. 10 U.S.C. §1401(b) provides for use of the most favorable formula: “(b) Use of most favorable formula.—If a person would otherwise be entitled to retired pay computed under more than one formula of the table in subsection (a) or of any other provision of law, the person is entitled to be paid under the applicable formula that is most favorable to him.” More details about retired pay calculations can be found at DoD 7000.14-R, Financial Management Regulation, Volume 7B, Military Pay Policy and Procedures - Retired Pay, Chapter 1.
