Q&A Pre VA

I was told that the informal board has been completed as of the 4th of March, now my status is Q&A Pre VA. I was told that "most likely you were found UNFIT, but don't mark my words". Does anybody know what stage I am in or what it means and what I can expect for the future.

Typically when you get to that stage "most likely you were found UNFIT.' Period. Check again in about a week's time and if your PEBLO tells you it was sent to the VA then you know for sure you were found unfit. Expect your stuff to be at the VA for a while but normal trends right now look about 20 days. This is the point where Ebenefits finally has a purpose. Keep an eye on your initial claim to see if the status changes on that. ALSO check under historical claims. You should eventually see one pop up with the date that your stuff was sent to the VA. When that says "notification sent" you'll know that the VA completed it's proposed ratings and sent them back to the PEB for one final QA. Not sure how long that takes but that's where I'm at now. I was told to expect my stuff back sometime next week (VA sent their stuff back on 24 FEB(... but I'm not holding my breath.

Hope this helps!

From what Ive read anywhere for 30 to 60 days... i am also in that window. but i hope its sooner than that. i honestly dont see why it would take that long for a secondary qa .

It's stupid to take that long... really what it boils down to is lack of manning and motivation up there to push our cases back in a timely manner. All they really should be doing is looking at what the VA gave you for your referred condition/s and slapping that down as their own rating. Apparently by law they're suppose to concur with what the VA rated you as, although I can't confirm that for sure. One of the PEBLOs on my end said it so there's prob some validity to it.

I think thats probably why Navy wise they dont want you to see your ratings before it goes through the peb. So they can lowball you, and with most of us just fighting through everyday tasks we wouldnt wanna fight it any longer.... I kinda wish the navy had a suedo transition unit for meb board people. Kinda of a way to get out of the daily grind and to give us time to get our ducks in a row. Going through this is stressfull enough not to mention people just giving you that look because they know your getting out. , and your chain of command being so hands off that your stuck going through the motions

Yeah I agree there. it seems like they try to drag this out as long as they can in order to wear you down. I've had many days where I didn't even want to get out of bed because this whole process has had me down. I don't event have my wife around for support because she's stationed away from me and it isn't a close drive. At least if I was with her this would be a little more bearable. I will say that I got lucky where I'm stationed at. My CO, XO, and CMC always check up on me from time to time to see how I'm doing. Plus where I'm working is great because I basically set my own hours, have all the resources I need for my transition, and work around great people. It def made a huge difference landing this gig. If I was back where I was before, I'd probably have lost my mind by now. Coming on here helps too; I look at it as a support group. Everyone here's very supportive of each other - because we all know how much this process sucks.

jaj87.. mine went back to PEB Feb 13th. I think they also need to determine combat related or not at that point and I've seen other posts where it appears to not be as a cut and dry determination as one might think.
Gunner1210.. give your VA person a call they may be willing to give you your proposed VA overall rating. I know for a fact they can pull it up. Mine was nice enough to let me know, I think it's worth asking.

How long would be reasonable?

In my opinion I think 15 to 20 days max would be reasonable for most cases once it's back from the VA. I know there would be exceptions like cases that have a ton of claimed and/or referred conditions and holidays (because they do need their downtime too). Also what CWOUSMC said about combat-related ones I would figure would fall into those exceptions. People who only have one or two referred conditions shouldn't take that long to decide since the VA has already assigned a rating percentage to those conditions, along with your other claimed conditions, and should stick with that. Also, maybe if the process was revised so that the VA was allowed to work on your ratings as soon as your C&P exams were done and had them ready to go once the IPEB sent the unfit notification, I think it would cut down on time and streamline it a bit more so people aren't waiting around and getting drained from this process. Having one QA process instead of two might also cut down on time.

In the end it pays off dealing with all the waiting, but while going through the process is does suck. There's multiple reasons why it does and everyone going through it has theirs. For me, I wish everything was fine with me and I wasn't going through this so I could continue with my career and pursued my goal of being an officer. Now that won't happen so I just want to move on from this chapter of my life, get out to the civilian side, and move on. I hate feeling like I'm spinning my wheels and not making forward progress.

Like I said, this is my opinion. I realize what I state above might have its drawbacks. What's your view on this?

@jaj87

I agree that waiting is hard. On the up side, the time frame for AD has greatly decreased in the last several years. But perhaps at the expense of fellow veterans (not AD).

There is a trade off between too long and too fast. Too fast can give you crappy results. Having decisions double checked (reviewed) is an important part of the process. Fast and accurate will always be expensive. To get more speed requires more cash.

I agree that the process could be further streamlined, but I think the DoD side is responsible for much of the delay. Getting NARSUMs completed is taking too long. Getting accurate NARSUMs is taking even longer. My first trip through the process resulted in being returned to duty (my choice). The doctor used a collaborative approach. He wrote a draft, had me come in and review it, then edited the draft before submitting. He had it done correctly in less than two weeks!

What happens if you have a VA rep that you cant even get into contact with regarding your situation, an haven't been able to get into contact with them for roughly month/month in half?

Do yourself a favor and call your Congressman or Senator. http://www.pebforum.com/site/threads/ratings-received-thanks-to-all.33004/page-2#post-158938 I posted a little step by step on how to properly engage them starting with how to find your specific one and go from there. Remember - the DoD side has nothing to do with the VA as they're both separate parts of the Executive Branch so there isn't much your PEBLO can do with them. Hopefully in the case of when I contacted mine and once I gave them permission (they'll ask you for it by law), they'll not only inquire about your case and speed it up for you on the VA side, but also file a complaint against whoever your MSC is. It'll also place more of a light on not only the VA but the IDES process. More light shined = more attention by Congress = more of a probability they will start looking at the whole IDES process and how to make it better for future cases.
