Retirement Pay Issues.

My husband's retirement date was 27 Feb 2013. He was assigned to a WTB, and was in the PEB process for 2 years.
He received a 60% rating from DoD and his proposed rating from VA was 30% (before submitting new findings). He has already received his final AD pay, including the leave he sold, but hasn't received his official VA rating or his retirement pay.
We stayed in the state he was stationed for 1.5 months after his retirement date, and then moved South. He has tried to contact his AW2 rep (but failed due to DONSAs) to find out what he should do.
The only reason we aren't completely hemorrhaging is because he receives SSDI.

We are forced to put off closing on our home because he hasn't received his check.
He was told that it would be 30 days after his retirement date that he would receive his first check; i.e. instead of receiving a check on 01 Mar, his first check would be 01 Apr. It's now almost May and he hasn't seen it.
Any suggestions on who we should contact this coming Monday? Questions we should ask?

*Currently unable to access MyPay, due to site maintenance. DFAS site is not helpful, unless MyPay is working. eBenefits does not provide any information on his VA status, this could be due to site maintenance as well.
 
Did you call DFAS?
What was his pay grade and years in?
Did he turn his orders into finance when he was out-processing?

Did he fill out the correct paperwork at his final out appointment with retirement services..they should have have him a form to fill out with his retirement packet to take to the SBP brief

We haven't called DFAS yet. It's on my list of numbers.
At retirement he was an E-5, with 7 years in.
And, yes he turned in his orders to finance.
The process of clearing post at Ft. Campbell (while in WTU) is all-inclusive. They made it so that there shouldn't be any hiccups in the process of getting out.

I was at every appointment from the time he received his initial rating all the way through. As far as we're aware, he filled out the correct paperwork. Whatever paperwork he was given is what was filled out...

He'll be calling his AW2 rep today.

Also, I don't know if this will prolong the process, but he did go down to San Antonio to appeal his rating to the board in October; this eventually, after seeing another doctor for more findings, led to an increased DoD percentage.
The last we knew, his VA percentage was still showing a 30% from the proposed rating.

Yes, he filled that out and turned it in to the SBP rep at Ft. Campbell.
