ROM question

My husband's lawyer said he needs a second opinion on his ROM for his neck and back. The reoport from his C&P exam is full of contradictions. Where can he get a ROM done. Someone told him, his pain management would probably do one but we aren't sure. Anyone had o have a 2nd opinion before?
 
Pain management or physical therapist. My PT did a ROM for my spine since i was curious about it while I was going for my Hip replacement.
