Service Connected and Secondary Service-Connected

Greetings Everyone. I'm wondering if anyone had any experience with Secondary Service Connected Disabilities. My husband was medically discharged with (20%) from the USMC for T1D in 2012 and . In 2017 he was rated 100% with the VA, but with a secondary-service connected to his T1D (30% neuropathy, right upper extremity and 20% neuropahy, left upper extremity). What I am wondering...does the secondary-service connected disability have any bearing on his original medical discharge of 20% for TD1? Meaning can he go to the BCMR and request for an upgrade?

Typical a conditions that gets worse over time had no bearing on the orginal discharge. Most often you have to be able to demonstrate his condition was worse than it was rated. That said, it will only take a little time and some postage (and a 2 year wait) to find out the boards answer!
