Still waiting on the Narsum

I got in to My MEB-PEB today and it has not been updated at all since Sep. The last I heard from my PEBLO was a week ago and he had my Narsum but said it had to be signed by the MEB doctor and that takes a week. In my Medpros it has a new permanent profile on that it gave me a 3 for PTSD and a 2 for sleep apnea but didnt list any of the other conditions that were in my C&P exam. Is this a problem or am I just stressing out? How long do I have to wait to get my Narsum? The exams were Jan 15-16

All good questions and I shall offer some specific feedback as follows:

A1a. In reference to My MEB-PEB, my PEBLO informed me at the start to not rely on this application for updates. It's used only as a reference and updated when information is available; often late.
A1b. In reference to MEDPROS, it will list your latest permanent profile. The permanent profile should annotate all "major" medical conditions that are included in the MEB (not necessarily in the C&P exam) which explains functional limitations and capabilities. So, you were referred to the DoD IDES MEB/PEB process for PTSD since a "3" is annotated in the "S" column of the PULHES.

Q2. How long do I have to wait to get my NARSUM?
A2a. Officially by doctrine, the MEB Phase takes 100 calendar days for Active Component military service members, and 140 calendar days for Reserve Component military service members.
A2b. More specifically, in my case, NARSUM dictation was completed in 55 days.

Thus, I often comment that "possessing well-informed knowledge is truly a powerful equalizer."

Thanks for the answers. I had emailed my PEBLO and he was able to look at my Narsum this morning. The PTSD and sleep apnea he said were the conditions that did not meet retention standards. He said that I had many other conditions listed in the Narsum including the asthma and DDD. This made me feel much better. The Narsum is still not ready for my review but at least I know it has those things listed.

At this point I guess my main question would be.....If a condition is listed on the Narsum does that mean it is service connected? Weather or not it will result in a VA rating. Thanks

Annotation of a medical condition onto the NARSUM and DA Form 3947 (MEB Proceedings) doesn't warrant an automatic determination of service-connection. To that extent, the MEB has the following functions:
  • Compile, assess and evaluate your medical history, and determine how your injury/disease will respond to treatment.
  • Document the extent of your injury or illness and decide if your medical condition is severe enough to adversely affect your ability to continue serving in a full-duty capacity.
Moreover, in Section 13 of DA Form 3947, there are three categories (c, d, e) that the MEB will answer in reference to each diagnosis:
  • Section 13 c = "Incurred While Entitled to Base Pay: YES or NO"
  • Section 13 d = "Existed Prior to Service: YES or NO"
  • Section 13 e = "Permanently Aggravated by Service: YES or NO"
During the DoVA C&P Examination(s), if the clinician has determined via objective medical evidence and/or documentation that a medical condition "existed prior to service," they will annotate their findings within the C&P results. Similarly, if the MEB Physician determine via objective medical evidence and/or documentation that a medical condition "existed prior to service" then he/she will check the "YES" box on the DA Form 3947. Thereafter, the DoVA will not assign a disability rating to any "existed prior to service" medical condition unless it was proven to have been "permanently aggravated by service."

Thus, possessing well-informed knowledge is truly a powerful equalizer.
