I got my IPEB back from from temp TDRL to PDRL but rating lowered. I submitted a non-concur with request to appear in person and submitted my appeal documents. If I am informed that my case is initially returned with no decision change before going in front of the board, would I be able to still accept the initial IPEB (lowered) rating without having to go through the rest of the process?
