surgery denied due to meb processing

My spouse is in the final stages of the meb process. He already went to the formal in San Antonio and has accepted the revised offer for medical retirement and the ratings are being sent for the onetime reconsideration under the new integrated DES system. He has been preparing for a spinal fusion surgery for a few months now and his back condition is one of the two conditions for the meb. Surgery has been scheduled for Sept 20th for a while now with an off base surgeon, but suddenly his pcm advises that she will not approve the surgery because it's elective. We do not have a final retirement date yet, so it's unclear if we are in the final 6 mths of AD or not. Is it true the PCM can deny surgery by not choosing to not contact AFPC to get the clearance?

My spouse's commander is agreeing with the PCM due to personal conflict. She advised that it can't be approved due to budgeting/economically feasable due to the end of active duty coming soon. I can't find any information in the AFI's that states medical treatment should be postponed until retirement. The commander is advising that the surgery will have to wait because the airforce has spent enough time and money on my spouses health care already.

Can anyone offer advice? Please advise as soon as possible!
 
1. Why was the surgery scheduled so far off?

2. Better think hard on this one...if they already rated the back, getting surgery may make them redo the entire MEB/PEB which may cause a lower over all rating.
