Army here but assume it's similar. With the VA, it's a crapshoot, they'll either tell you they can't do anything for you or immediately help you. So I was told that when they close one and then keep one open that's because you're not a veteran yet. The open one will close once you're out. The Closed one is your ratings, so the "7-10 business days" is them sending their ratings to the PEB (or AF equivalent) that will give you a DoD rating and your 199. You probably won't be sent your ratings, they even confirmed my address and told me they had sent them, it's all a confused process. But they should have your VA ratings at least, in 10 business days, if you haven't heard anything from your PEBLO, just call the VA's main line and then act confused and let them know it's been 10 business days. If it doesn't work the first time try a few more times. They told me my rating over the phone after the 4th try. Based on Army timelines, from what I've gathered, after you get the closed notice, it takes between 10 - 45 days to get your 199.
