From my understanding of everything that I have read, yes, it means you are unfit. The PEB only sends packets to the VA that were deemed unfit. I am in the same stage waiting for my PEBLO to confirm unfit, but the VA received my packet as well.
It means the person at the VA who assigns percentages to your injuries/illnesses has finished your claim and it has been sent to his/her supervisor for review. Standard procedure!
So basically it means nothing
There are many steps in the process. Getting to the supervisor for review is one of those many wickets. You are are one wicket closer to a decision.
It's safe to assume that you have been found UNFIT. VA would not recieve your info for review if you were found FIT. I'd.call your PEBLO once a new claim opens up in eBenefits to see if he/she has an update.
