My husband is in the process of applying for federal jobs. He is currently TDRL at 30% and has been given a 30% rating by the VA. If he claims 10 point preference on his applications, is it possible that they can disqualify him based on the 30%? Would it be better to only claim the 5 point preference?

Any guidance would be appreciated.

If you are asking if they will hold his disability against him, the answer is that in the vast majority of cases, this would be illegal. He should claim whatever he is entitled to claim.
