Which ROM is used for VA ratings?

This is probably an easy question and pretty sure I know the answer already. Just to be safe I’ll ask, because you’d never know.

Which type of back ROM (Active, Passive, Observed, Repeated, and Flair-Ups) is used for VA rating purposes? My DBQ showed 2 different ROM results (specifically Active & Repeated), making me wonder.
 
The result most favorable to the veteran- in other words, if your forward flexion in the thoracolumbar spine (i.e., lower back) was at 50 degrees upon initial exam and was estimated to be at 30 degrees during a flare-up, the Rating Activity is supposed to use 30 degrees as the measurement on forward flexion.

You asked a question that has been on my mind since I saw my DBQ with perfect Active ROM and she didnt even use the measuring equipment!
 
On some of my claims, my examiner was off. So I’m doing what I can by reviewing the heck out of my DBQ
