Spoke with VA

Called the VA and the person told me my case has been assigned to someone and they already reviewed all of my information and files and they just need to make a decision on rating. Anybody else hear about this or know the process?

Also does the VA make a decision once the PEB is done ? Not sure who goes first

You're getting generic answers because they're unaware of how an IDES claim works. If they knew you'd get a script message stating a proposal has not yet been made, and once it has been made it will be forwarded to your PEBLO.

The VA will close your claim, and it'll be visible on the app when it "closes". I quote that because it will close under proposals, but the claim is still open and is going to stay open until after you get out.

The PEB will receive your proposals from the VA, and the PEB will determine what percentage the VA gave you for your unfitting conditions. This determination will be your DoD percentage, and 30% or more will medically retire you. 20% or less will medically separate you.

From what I understand, the PEB makes a fitness determination that allows the VA to formally propose a rating. Although I'm suspicious that they just rate regardless of what the PEB states, as there are fellows on here that received their proposals by calling and then they were told they were found fit for duty. Ideally, from what I read on all the documents I received, the PEB determines fitness, the VA proposes ratings, and then the findings are presented to you informally on a piece of paper you come in to sign on a decision. If you're happy with the findings, you sign in acceptance. You can also ask for time to review with a lawyer, if memory serves you have 10 days from finding presentation to make a decision. If no decision is presented it is assumed you agree with the findings.

If you disagree you will be placed in line for a formal board, and that can take some time.
