Beginning of September 2022 - Initial brief with PEBLO. I also met with my mental health to assist in writing an accurate NARSUM. CIS said do not retain written and submitted to PEBLO.
October 2022 - NARSUM completed and sent to PEBLO...

Yes delayed once you get to the portion of MEB where the VA decides your disability ratings. If you just started the process you still have awhile before then. Hopefully they aren't as backed up once you get to that point. Right now its apparently taking upwards of 4 months for the VA to review...
I had pending NJP that seemingly got swept under the rug due to my MEB. My CC wrote in my CIS that no action is pending and it has not been brought back up in months. I'm also a different branch than you, and am not sure what your situation entails but it seems like the MEB can sometimes...
I was on concare for mental health before they gave me Code 37. My timeline is a little weird as they did the CIS and NARSUM prior to starting the MEB. Good luck to you, I'm seeing in other threads on here that the VA is backlogged till June ish now which is when I was hoping to separate.
