Probably a month+ if my case is any indication, but the complexity and number of your claims will also play a role. Could be less, particularly if you have an expedite memo.

It shouldn't be base dependent at PEB level since it's centralized. It'll be more individual based. Before that though yes, up to the MEB will be base specific.

From the boards. That being said my PEBLO stated they received a case submitted in early May last week. It's hard to draw a conclusion from that since I don't know the time line and complexity of that case, but suffice to say it isn't going fast.
