According to what my PEBLO had told me at that stage most people are given an offer and dont actually have to go to the formal board. I was the first person not given an offer and went to the formal board. I would log into ebenefits and check the status of your paperwork with the VA.

My PEBLO said the ebenefits site is not a good source. Mine has been sitting at Level 1 and I am going through the appeal process now. Mine never changed. If you call the # listed on the ebenefits website they can give you an update on the case just not tell you numbers.
