I am being medically retired at 50% DOD & 100% VA will I still be able to work as a civilian? Who makes this determination?

Yes you can still work. The only time you won’t be able to work is if you were rated under 100% but deemed unemployable to bring you up to 100%.
 
As stated above, you can work. Things like VA unemployable rating and SSDI would limit that.
