Adding additional VA claims

I've already completed my C&P exams, received all of my DBQs, submitted my summaries and just had it all sent off. During my general med C&P, the doctor added additional conditions that I did not originally put on my 256EZ and filled out the subsequent DBQs that correlate with those conditions. I received a letter on VA.gov that says I need to add an additional 256EZ for those conditions within the next 30 days. I reached out to my MSC and they said to ignore the letter and that those conditions would have to be added later as a fully developed claim. Is this correct? or should I fill out and submit the 256EZ on my own and see what happens?

I'm sure it happens often. Happened to me. The examiner said I also had an elbow condition that I didn't file for. I got the letter in the mail saying that I could file for it by submitting an additional 256EZ. I already knew I was getting 100% based off my submitted claims. So I ignored putting in for another condition to prevent holding anything up.
