C&P to IPEB Results - Predictable or Inconsistent?

Got my C&P back and ready to send out to the IPEB (I already know I'm Unfit). Boxes are checked that translate directly to percentages in the VASRD, but I was wondering if there is any chance the IPEB decides to ignore the C&P and downgrade my ratings based on their own opinions. Is the IPEB very consistent in following the C&P? Do they follow the C&P descriptions "almost always," "Most of the time," or just "Sometimes?"

Example: For the Same Condition (SLE, Code 6350)
C&P says "Avg Frequency of Exacerbation: More than 3/yr; Duration of exacerbation: A week or more."
VASRD Says "Exacerbations lasting a week or more, 2 or 3 times per yr = 60%"

Seems like a show in for 60%, right?

The IPEB must adopt the ratings that are given to them by the VA, it is the law.

The VA typically will rate you based upon what the C&P evaluator puts on the DBQ (unless there is other medical evidence that can substantiate a higher rating).
