Confusing phone call

A few weeks ago, I received my findings from my 2nd TDRL evaluation and was found fit for duty. I was originally placed on TDRL for PTSD for 70% DOD and 80% VA. My first evaluation I was found to stay on tdrl. Anyway, I requested a reconsideration at the fit for duty and there was no change but was granted a formal hearing. I contacted a lawyer and my congressman. My congressman wrote a letter for me and sent it to the Rear Admiral. Today I get a call from Tina Howard at PEB that my case was going through a vote again because they had my wrong medical file? How is that possible when two times my case was reviewed and they had the wrong information. Could the letter sent by my congressman done some good for them to look over again and this is their excuse? I'm just confused how this is possible
