Please help. I was AGR and medically retired with 100%pnt. I completed 15 qualifying years. From what I understand, if you had 15 qualifying years, you should receive both VA and retired pay with no offset. However, I did receive and offset and not getting both. When I ran this through my chain, no one had any answers. Please help clarify.

Sorry to be the bearer of bad news! A 15 year letter does not qualify for CRDP. A 20 year letter is required to get CRDP and with a 20 year letter you don't get CRDP until you hit retirement at age 60 or earlier if you have qualifying deployments that lower the threshold to get a non regular retirement.
Although that is bad news, the information perfectly captures the essence of CRDP for RC retirees . CRSC on the other hand, does not require 20 years.

Thank you. So then what's the purpose of the 15 year letter? I cant remember where I read that if you had 15 years at the time of being medically retired, that you would qualify for both. I guess maybe not at the same time as you would if you had 20 years, but does that mean that I'll receive it once I hit age 60??
15 year letter saves you when your DOD% is under 30%. So if offered severance you can decline with a 15 year letter and get your retirement at age 60. Then during the time between you can receive VA disability benefits.
If you were rated 20% or less DOD without a 15 year letter you would have no choices. You would end up with a big one time severance check and that's it. Also, that severance check could be recouped by VA disability payments since you cannot collect VA disability and Severance for the same unfitting disability.
So to sum it all up without 15 year letter you get kicked out with no Tricare or retirement that you earned. Just one big check and that's it.
