So I had turned by packet into the Army CRSC.. I did get the email that my packet was forwarded and called HRC and said my packet was being processed.. however I did not receive a 60 day letter or email… my question is. Am I suppose to receive that email? Or am I in limbo with my packet?

It's interesting on your timing of posting this, as I just got this email about 15 mins ago - it is not 100% foolproof, and yes, you should get it, but I wouldn't be too concerned if you did not. You can still give them a call to make sure it's still in the queue.
I did and they said it is still processing. So I’m guessing this means it’s in queue?
