I am working on the application for CRSC, based on 100% service connected "asthma, constrictive bronchiolitis, and interstitial lung disease with atelectasis" as presumptive conditions. I have been in nearly all of the qualifying locations with a few different units, so I'm not sure what to put in for the unit of assignment when injured, or the location of assignment when injured.

Also, for the next section (in your own words, describe the events surrounding the disability and how it meets the guidelines of combat-related), should I just put something like: "I was exposed to burn pits in these locations during these operations, and have since developed severe asthma, constrictive bronchiolitis, and interstitial lung disease with atelectasis--conditions which are presumed to meet the insterument of war combat related code"; then include all the documents listed on page 3

Finally, this 100% rating is a large part of the SMC-S determination, along with a 70% MDD without PTSD that I am not sure has been determined as combat-related. Any idea how CR-SMC comes into play if at all?

1. Last unit and location is perfectly fine.
2. 13j again, that's all you need to include that it's a presumptive condition as determined by the VA and include the necessary documentation that shows you were in said location(s). Mind you, orders deploying you to the sandbox are not considered source documents as they can easily be amended, rescinded or revoked. Your DD-214, evaluation reports, awards, etc ARE considered source documents. You won't need to include medical documentation as the VA actually made things easy by identifying the conditions as being presumptive in the first place, I know, that's a shocker ;)
3. In order for CRSC to be approved for SMC, the condition or conditions that you were awarded the SMC for has to be approved for CRSC. Since the Asthma, etc meet the 100% part, it may fail for the MDD piece since the latter is the "60% or more portion" of SMC-S. I do not have a good answer for you either way for this. Without knowing your length of service, retired grade and how long you held it, I can pretty much guarantee you that you will be at the cap just strictly based on the 100% rating. Where SMC-S would benefit you being approved is if you're a higher rank/longer length of service where your DOD pay exceeds your VA rate, leaving a residual if you're a Ch 61 retiree (IDES) OR if longer than 20 years AFS your DOD pay is equal to or more than your VA compensation.
 
I will be following this thread since I will be in the same boat. Deployed a few times to the qualifying locations. I just completed the PEB stage and got my proposed ratings - now awaiting retirement orders. Received 100% for asthma (my referred condition), 50% for sleep apnea and 10% for chronic bronchitis but the VA combined my conditions to "Asthma with sleep apnea and chronic bronchitis".

I'm just concerned that since I am Air Force, that the asthma wont get approved for CRSC even though it's a presumptive condition (apparently the AF is the only branch that interprets "Asthma diagnosed after service" literally). But I m hopeful that my saving grace is that since it's combined with chronic bronchitis, which is also a presumptive condition, I should still get 100% CRSC. Hopefully. If not, it's fine - I got rated 30% for IBS, 30% for sinusitis and 10% for rhinitis so those alone should max out my compensation for CRSC.

Also, I was not aware that there was a CRSC for SMC-S.

I’ll have to see if they accept the MDD being caused by the other qualifying condition and its impact/limitations and get that properly documented as a secondary condition. Right now, I'm not sure it has been tied to any cause...it just is.

As for the other details:

1. Hi-3 is $8,976; Gross Pay is $6,732 ($4,424.51 VA "Waived", $2,307.49 DoD "Residual")
2. DoD Retirement: 100%
3. Time in: 17 years 4 months; O-4 (17.333*2.5%=43.33% "Multiplier")
43.33% * $8,976 = $3,888.85 "Longevity"
4. VA Comp: 100%, Single, no dependents
SMC-K: $136.06, SMC-S: $4,288.45 (SMC-S + SMC-K = $4,424.51)
5. Anticipate 100% CRSC

---> CRSC is the LEAST of:
"Waived": $4424.51
"Longevity": $3,888.85
"100% CRSC": $3,737.85
"Longevity"-"Residual": $3,888.85 - $2307.49 = $1,581.36

==>Therefore, CRSC would be $1581.36

I'll just have to send the paperwork in to the AF and see how it turns out!

Yes, AF is ridiculous in this regard due to those getting dx'd through IDES are still in the service. Hopefully your conditions get you a favorable outcome.

There is but it's effect is minimal UNLESS one's approved CRSC rating isn't capped for their length of service, so, this typically only comes into play for those with more senior pay grades/length of service.

Yeah, that residual is killing you on that, but, it is as you said for the MDD "it just is"
