What happens if you have a favorable Line of Duty (LOD) finding and the PEB determines you’re unfit for duty, but the VA previously denied service connection for the condition? In that case, how is the rating assigned? Since the VA normally provides the rating, would a denial of service connection effectively result in a 0% rating?
