Hi All,

Here is where I'm at.

10 July - AMRO recommends MEB
8 August - NARSUM and Commanders Impact Statements reviewed and signed
11 August - PEBLO submits case to AFPC/DP2NP

PEBLO told me on 11 Aug that it can take about 12 days to get it back. My understanding of DAFMAN 48-108 Para. 2.4.4. is that AFPC has 10 days to return it. As of today, 10 Sept, it's at 30 days. I've talked to my First Shirt about it, the ODC, and True North, and have been told there is nothing that can be done to move it along. Is this the case? What am I misunderstanding?

It took 40 days for AFPC to give me their response. I read the DAFMAN too and unfortunately it seems AFPC does whatever they want.

I did ask my PEBLO about the part of the DAFMAN that states that after NARSUM and CIS are completed and IRLO package is finished the local AMRO board makes a decision before it goes to AFPC, who is ultimately the ones who makes the final decision of RTD or full MEB. My PEBLO was able to tell me the local AMRO boards recommendation and that helped ease my brain while I waited for AFPC's response. You can probably ask yours too.

I know it is tough, but hang in there!

Like soundrunner said, AFPC will do what they want.
Backlog is a real thing.. and its even worse at the PEB and VA currently due to the shutdown.

1 Dec - Email from PEBLO that they have received the C&P report, they are sending it to the PCM for their 3 days, then to me. 31 days from the last VA medical exam.
 
Skillbridge question. Im trying to get my CC to sign off on the ETP for Skillbridge, but I'm getting some pushback. They said they wanted some more information from medical, but weren't specific. I talked to the 1rst Shirt, and they said the main concern is how will everything align, the MEB conclusion, terminal leave, etc. The impression that I got from the conversation is that once the MEB concludes, they expect separation to be very shortly after.

I've been planning ahead because I anticipate the same push back you are having. I am Marines, but I found the Marine Corps Orders regarding SkillBridge, and the referenced documents inside the order. I am using the documents to start the SkillBridge process and mitigate friction with my command so everything is aligned for when I (Knock on wood) receive my unfit for duty ruling.

I would find the Army order(s) regrading SkillBridge, and show your command that you are aloud to attend SkillBridge during the IDES process. From the timelines I've seen on these forms, you should have at least one month from your unfit date to your separation/ retirement date. The more work you do now, the more time you'll have later. At the end of the day, SkillBridge is a privilege, not right.

After the talk with the Shirt, I did like you said and dug around in the regs.

"DOD MANUAL 1332.18, VOLUME 1,DISABILITY EVALUATION SYSTEM MANUAL: PROCESSES, 4.13. MILITARY DEPARTMENT PROCEDURES, para. D “Upon receiving the approval authority’s decision to separate the Service member, establishes a separation date in accordance with their respective regulations; the separation date should generally be within 26 days from the date of approval of the disposition for all Service members. The 26-day goal excludes any amount of administrative absences or accrued leave the Service member is authorized to take.”"


So the respective regulation for the USAF is:

"DAFI 36-3003, Personnel, MILITARY LEAVE PROGRAM, para. 4.2.5. states that a PTDY is “an administrative absence for which funded TDY is not proper.” And Table 4.3. Authorizing Permissive Temporary Duty (PTDY), Rule 23 covers participation in the Skillbridge program"

I took this information and typed up an email to the Shirt, asking if there was additional information I was missing or context, since they are more familiar with a lot of these programs and whatnot. It seems to me that SkillBridge is fine to take after final dispo for the MEB is determined.
Well, about 2 and a half hours after I sent the email, my SEL stopped by and grabbed me to chat. They said they were waiting for my annual performance report to finalize before they made a decision, and reminded me that the program is a privilege, not a right.

Thank you for the updates. Hopefully they hurry up and allow you to utilize SkillBridge. It is a privilege, but it should only be denied due to bad conduct or mission requirements. Commands that deny SkillBridge for other reasons are simply bad leaders in my opinion. Even a denial because of mission requirements can be unjust, depending on the circumstances. I 100% agree. It is a privilege, but denials should be the exception, not the rule.

The Physical Disability Operations team is reviewing your package to ensure the documentation is current and complete."

I would say yup. Not a great place to be, especially for new Airmen straight out of tech school.

9 Jan - Received PEBLO brief on IPEB rating and disposition. 6 days to agree or request FPEB. 32 days since TFSC confirmed receipt of MEB package.

I'm still waiting on a decision from my squadron leadership whether I can do SkillBridge or not.
 
Did you end up accepting the IPEB decision? Potential orders coming? I imagine you did not get SkillBridge approved because your orders should drop soon after the IPEB decision. Not to say they couldn't say yes before this point.

I'm talking it over with the Office of Disability Counsel, but that's my understanding as well, orders will come quick after the decision.
I'm all but sure skillbridge will be denied. I was supposed to be told at the end of Dec, but nothing. I reached out to the Shirt as soon as we were back from the holidays, they asked for some documents but haven't got back to me. I'm fairly certain they're just draging their feet on it so they can use the timing excuse to deny.
 
Update: while overall the decision of the IPEB is favorable, there are some little things that need a closer look. So 15 Jan I requested the FBEB and was notified within the hour that it is scheduled for 27 Jan. In the interim I'll keep working with the Office of Disability Counsel.
