My name is (RANK) Daddy Longdick, I am a United States Marine on Active Duty currently undergoing the Physical Evaluation Board process and I ams eeking assistance.
I was referred to the Integrated Disability Evaluation System (IDES)o n 10 May 2021. Today (October 21, 2021) is 164 days since being
referred to the Medical Evaluation Board (MEB), 160 days since receiving my IDES brief, and 100 days since my package was received by the Physical Evaluation Board (PEB). I have been informed by my PEB Liaison Officer (PEBLO) that my case is in the Medical Officer's queue awaiting action and that I can expect "no movement anytime soon" because the PEB does not have enough Medical Officers on staff to process PEB cases. Additionally, I have been told that my case is one of about 5,000 cases in the Medical Officer queue.
DoDM-1332.18 V2 - Disability Evaluation System (DES) Manual: Integrated Disability Evaluation System (IDES) Enclosure 7 - IDES Timeline Goals states:
"2. a. Overall IDES Process. The goal is for DoD and VA to complete 80 percent of cases of AC Service members in no more than 295 days from the date of referral to the IDES to the date of return to duty or notification of the VA benefits decision.
2. c. (1) IPEB Stage. Complete the IPEB stage for AC Service members in no more than 65 days from the date the PEB receives the DES case
file from the PEBLO to the date either the Service member requests an FPEB or (if Service member concurs with IPEB findings) when the Military Department approves the final results of the disposition decision. This time frame includes the time allotted for the D-RAS to complete rating decisions and reconsider rating decisions to the PEB, which is part of the disposition."
My case exceeds the timeline for the IPEB stage by 35 days. In addition to exceeding the timelines for the IDES process, I am being told that my case (and nearly 5,000 others) will not be actioned for an unknown amount of time because no cases are currently being process by the PEB unless they are over 120 days in the process.
This backlog and lack of progress for case processing at the PEB is having an adverse impact on the 5,000 Marines and Sailors waiting for answers as their military careers and personal lives are in limbo. Going through a PEB is stressful. Concerns of being found fit/unfit
are compounded by how the outcome of a PEB will affect the Marine or Sailor's military career, financial future, and potentially earlier than anticipated end to military service. All of these stressors are in addition to the stressors associated with the medical condition(s) that resulted in the service member being referred to the IDES process. It is frustrating beyond belief, and I am watching my hopes, goals and dreams fade while I am stuck waiting all because of manpower shortages that were not mitigated at the beginning meanwhile the Army and Air Force PEBs are still processing packages in a timely manner regardless of the current COVID pandemic. I am a United States Marine, a father to (INSERT NUMBER OF KIDS) and the sole provider for my family. I want to ensure I've exhausted every avenue possible to process my package in the timeline that it's expected to follow. The continued backlog of cases and pushing of the goal post is exacerbating my mental health issues and making it more difficult to continue my day to day activities.
