Important Update to Navy PEB Case Processing Post-Shutdown

Reason for Delay: As many of you are aware, the Navy PEB experienced a software glitch with its new case management system- the Naval Disability Integrated Tracking System ("NDITS")- on September 11, 2025, which has effectively prevented it from adjudicating cases since that time. The term NDITS is likely not new to some of you, such as PERS-95, as they have been attempting to bring it online in one form or another since 2022. Three years later, it still faces problems, with the shutdown only exacerbating delays.

Progress: As of today, some findings are being sent out via NDITS on previously adjudicated cases. I have received cryptic notices that two of my clients' cases have been adjudicated and have been sent to their PEBLOs for release to the respective members. Who are they? I have no idea, as the notice only gave the NDITS case number and VTA Case Numbers. But the good news is that this means the system is slowly getting back online. The findings currently being sent out as of today most likely represent decisions on VARRs or cases adjudicated before September 11, 2025.

Impact on Formal Hearing Schedule: As for those of you who have requested formal hearings, the PEB will resume holding formal hearings from December 1, 2025, to December 15, 2025, and then take a holiday break, resuming hearings on January 6, 2026. They will hold approximately 50 hearings per week for the time being and then attempt to increase the pace to 72 hearings per month as time progresses.

Impact on Cases Currently Being Held on the MEB level: For those of you whose cases were held at the MEB level and not submitted to the PEB due to the software glitch, your PEBLOs are receiving guidance now as to when to submit these cases to the PEB for review. Currently, they will not be able to provide you with more information than what I have just shared, but this may change over the next few days. However, the best course of action is to use this time wisely to gather any additional medical and non-medical evidence necessary to help achieve your desired outcome.

The VA rating activity has been ordering additional exams frequently lately, primarily because providers did not address critical questions on DBQs or because they are seeking a medical opinion regarding whether a condition existed prior to service. And, if it was deemed to exist prior to service, whether it was service-aggravated or not.
 
Hello! I am currently in the PEB stage and received my proposed findings a little bit before September 11. I signed for them, then the shutdown happen. I talked to my PEBLO on Friday and he said that he still hasn’t sent my signed proposed rating up to them due to the system being down. I’m done with everything. I just need an EAS date. Is there any idea when it will be back up or when I will get a EAS date roughly?
 
The answer is relatively soon. However, please note that it takes approximately two weeks for the PEB to index accepted findings once they are back in full swing and then transmit them to either PERS-954 (for the Navy) or HQMC-MMSR4 (for the Marines). At that point, to set up those entities to establish your EAS date.
 
I called MSR4 and they stated that the PEB is up but the system is still down. He said the system will be back up and running in 1-2 weeks. Then in my case I would still have to wait the 2-3 weeks to get an EAS date. Still waiting on the meeting my PEBLO is supposed to have tomorrow morning to get even more info! Thanks!

Here is the latest email that the PEBLOs are being instructed to send out to the members whose cases they are assigned:

"Good Afternoon, Everyone,

This is an informational email; please do not respond. Please read the email in
its entirety.

The PEB has a reopening date of Tuesday, 18 November 2025. Currently, there are NO
estimated timelines for any findings and/or processing of cases. Please
remain patient. You will be contacted individually if there are any updates
to your case.

If you submitted an EOO while the PEB was not operating, that EOO will be
sent off and filed tomorrow morning. Your timeline to either be processed
out of the military or for any type of formal board/VARR will start
tomorrow.

If you are currently pending findings from the PEB, continue to be patient.
Once findings start coming in, we will get a better idea of how long cases
will take. There is currently no estimated time for the PEB findings to be received.
Please do NOT reach out asking for an update; you will be contacted
directly when your results come in.

If your case has been sitting waiting to be turned over to the PEB while
the Government was shut down, the PEB will receive your case this week on
19NOV. You can expect at least 4months for your findings to come in from
that date. You will be notified when your findings do come in. Please do
not reach out for updates."

Thank you for the information, I’m personally confused on where I am exactly in the process and my peblo hasn’t been able to tell me, prior to the shutdown I had signed my findings but also submitted a VARR that was finished sept 16th but that was when the navy/marine side shut down and then the government shutdown so I never got those results. Would I be in the 4 month waiting group or the index/out processing group?
 
@johnbgately has been so helpful! That email thread is so true! I called my PEBLO today and he confirmed! System is back up and now I’m just waiting on the PEB to send it to HQMC. Should get my EAS in 2-3 weeks!
