Sorry if this is a repeat post. I might have done that I just can't remember. I got my IPEB results from the AF IPEB. From time package was sent to return was 20 days. Anyway my AF Form 356 under diagnosis is 50% PTSD VASR Code 9411 and Combat Related determination block F No. Then under block 10 additional finding letter E Disability was in a combat zone or incurred during the performance of duty in Combat related Operations is says Yes.

What does this mean?

Hi Tomcat, I don't have the answer to your question but I have a question of my own. When was your package sent to AFPC?
 
Can anyone answer my question above? The Peblo is telling me he doesn't know what it means.

Your PEBLO should know what that means! Anyway, It means exactly what is says, " in a combat zone or incurred during the performance of duty in Combat related Operations." In other words, your disability is a direct result of combat. Which is a good thing by the way... makes you eligible for CRSC.
 
They are two separate issues. Combat related means how the disability occurred and is covered under Title 10 definitions and applies to CRSC. See DoDI 1332.38 for definitions. Incurred in a combat zone means where the disability incurred. If incurred in a combat zone, even while playing basketball in the Green Zone gym, it incurred in a combat zone and is eligible for enhanced severance benefits (Section 1646 of the 2008 NDAA). As you received retirement, this is moot for now. However, if upon TDRL review they decide to separate you, you would be eligible for enhanced severance (Minimum of six years and severance pay is not offset by VA comp).

BTW: ‘Combat related operations” is a where, not a what. DoD designates areas as combat zones and combat related operational areas which is used for many purposes, to include eligibility for enhanced severance pay. Blame Congress for using the wrong term when they passed the enhanced severance pay provision.

PTSD could have incurred in a combat zone but not be combat related. Sexual assault in the Green Zone Gym, for example.

Lock your PEBLO’s heels for not knowing this. It is important information wounded warriors need to understand when making disability decisions.
