IPEB: Return Without Action?

Has anyone encountered the IPEB board returning a MEB case without action?

I’m a dual-status military technician in the Air National Guard, and my long MEB process looked like it was coming to a conclusion. (I’d even received my ratings from the VA: 70% for the unfitting condition, 90% for all of the conditions combined.) Then, a few days before Christmas, I was notified that the IPEB returned my case without action, because the IPEB board doesn’t seem to agree with my Administrative LOD from NGB.
 
I would also like to see if anyone has insight on this. I’m pretty sure that the MEB/PEB can’t change an LOD yes to a no. What would be the point of doing a full LODI if the PEB can simply change it or disapprove it?
 
Huh I agree that's pretty much wrong. That's why going though this process sucks seems like things are always different results for the same situation.
